The Multi-State Lottery Association

The Multi-State Lottery Association (MUSL) is a US non-profit organization of member lotteries. It runs the Powerball game, in addition to a range of other popular American draw games.

MUSL was formed by a group of seven state lotteries in December 1987 to assist with the development of multi-jurisdiction games. The first game, Lotto America, was introduced the following February. The game was rebranded as Powerball and held its first draw in April 1992; its huge jackpots have made it one of the world's most legendary lotteries. MUSL manages Powerball via the Powerball Product Group. Individual members lotteries are responsible for tasks including ticket sales and prize payouts within their jurisdictions.

Mississippi was the latest lottery to join MUSL, in 2019, and the state begin selling Powerball and Mega Millions tickets in March 2020. The games have proven to be very popular with Magnolia State players, who lined up outside retailers at dawn on the first day of sales.

MUSL has 38 member lotteries, including US states as well as the District of Columbia, Puerto Rico and the US Virgin Islands.

In August 2021, Powerball moved to three draws a week across all jurisdictions, adding Monday to its Wednesday and Saturday schedule. MUSL said that the aim is to meet player demand for bigger jackpots.

Powerball is also set to begin ticket sales in Australia and the United Kingdom starting in 2022. The original date was 2021 but international sales were pushed back due to the complexities of expansion beyond the US.

Idaho legislators oppose the foreign expansion and previously the state was set to stop ticket sales in August 2021, but with the delay in overseas jurisdictions, Powerball will continue to be available in Idaho, at least for now. The state has made one change, however - from August 23, 2021, the Power Play option is standard on all tickets and cannot be removed, and the price of a ticket increased from $2 to $3 to reflect this.

Powerball and Mega Millions Cross-Selling

Mega Millions was originally launched as The Big Game in six states in 1996; Mega Millions was added to the name in 2002. The multi-game is managed by a consortium of US member lotteries. It has no central office; participating jurisdictions share responsibilties such as projecting jackpots and producing the draw show, as well as less glamorous tasks like budgeting and statistics.

For years, Mega Millions and Powerball tickets could not be sold by the same lottery. Each state had to decide which game to offer. That changed in January 2010, when an agreement between MUSL and the Mega Millions consortium was implemented, allowing MUSL members to sell Mega Millions and consortium members to sell Powerball. The cross-selling deal opened up large new audiences for both games.
